Is a merchant allowed to charge an extra fee for accepting a credit card as payment?

Denton Municipal Utilities charges a $4.95 convenience fee for using your credit card to pay online. I thought this was against the rules for both MasterCard and Visa. Does anyone know anything about this and if it is illegal, who would be the correct agency to file a complaint with?
