If I were to go to school in Europe would it be easier for me to get funding for school?

Its too hard in the U.S for me to get money for school all the government gives me are stafford loans. I dont have any credit history and no credit worthy cosigner. I want to finish school so I can get my B.A in Resort/Tourism Managment.
